The fellowships (Pickering/Rangel) can be pretty competitive to get, but yes, once you get one, your process into the FS is different. As a fellow you still must take the FSOT (though you don't need to pass--but you will!) and you must pass the FSOA in order to get tenure in the FS (though most fellows pass it before entering the FS).
